Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Voting Advice, Claims Netherlands Regulator

AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democratic processes just eight days before the country’s general election.

Study Shows Repeated Partiality in AI Suggestions

The four chatbots evaluated by the authority “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog explained in a analysis published ahead of the late October vote.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the positions of these parties, the report indicated.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The deputy head of the AP, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that might not correspond to their ideological beliefs, she added.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Political Landscape

The Dutch head to the polls on October 29 in an electoral contest that will be closely watched across the continent for the performance of the Freedom party.

The far-right party of Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors still undecided.

All major parties have rejected a coalition with the PVV, implying the runner-up party is most likely to supply the future head of government.

Unintentional Bias Attributed to AI Operation

The AP stressed that the bots were not deliberately biased, and that their “noted flaws” are a result of the manner in which AI assistants function.
