UK Councils Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a new survey of municipal councils, English councils are preparing to sell social clubs, sports centres, and shopping arcades as they rely on a rapid disposal of assets to stabilize finances.

Increasing Fiscal Pressures Drive Asset Sales

The Key Cities Group representing major urban areas in England stated that 60% of councils are planning to dispose of properties to cover the rising costs of adult and children’s social care.

Local governments have in the past faced criticism for selling playing fields and land to shore up their budgets, but they contend they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition said that a significant number of councils seeking to generate funds from a quick sale of holdings represented “a distinct shift from 2024, when the largest share (60%) of local leaders stated they would focus on restructuring services and utilising savings to manage increasing financial challenges.”

Specific Cases of Planned Sales

One local authority in Kent announced its property management strategy included the sale of a shopping centre in Rainham and a social club in another town to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the strategy.

Council Tax Increases and Broader Fiscal Pressures

This research of local authorities in the coalition, which covers several urban centers, also found that more than 70% of authorities will need to increase council taxes next April to address the rising cost of core provisions, higher levels of housing insecurity, and a longstanding accommodation deficit.

The authority explained it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking creative strategies but certain measures take time to deliver both better provisions and cost efficiency,” stated a council leader.

He continued: “There are demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of regional authorities recently further found local finances being stretched by the growing number of children and adults needing special educational assistance.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Ministers have delayed scheduled changes to the Send system until next year after a white paper outlining those changes was recently delayed.

Disadvantage and Financial Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) covering English councils, several key cities members were included in the most deprived in the country.

  • “Participating urban centers like several major towns place in the top 30 across the country under the 2025 IMD measures,” noted the report.

“Although only one key city is in the ten most deprived for disadvantaged communities nationally, cities are far more likely to be in the most deprived fifth of England. The data highlights the scale of challenges confronting local leaders across major urban centers in the next twelve months,” the report added.

“Local government leaders have been explicit about the need for a equitable and lasting financial structure that reflects and addresses the actual extent of disadvantage and demand,” stated Michael Mordey.

“Without this, local authorities will continue to face impossible choices around which essential services to fund, and which to cut, to the detriment of their residents.”

One in five of councils have reduced or weakened care services in the last year, the survey revealed.
